Start the new year and with it comes the time to resume activity on this blog and in the public blogosphere. Every day we hear of reforms: employment, pensions, financial sector, etc. But is going on tiptoe reform that affects a fundamental public service: the modernization of the Administration of Justice.
is not the first time it is implementing a strategy of modernization of justice. We are not going very far. In 2001, government (PP) and opposition (PSOE) signed a Pact for Justice that included an ambitious plan of initiatives, some of which ended up getting (mainly legislative changes). But the pact remained a dead letter and got the change of government. A new government that remained and even today manteniene a good level of budgetary allocation. Finally, the reform policy was formalized in Strategy for the Modernization of Justice 2009-2012 from which we have spoken on this blog several times .
The truth is that change is occurring at the level of judicial organization (office) or the design of technological solutions and integrated (eg paperless office), legislative changes (procedural law), etc. .. I'm afraid I will not be enough: real challenge is changing the culture of diverse groups, with a strong identity and a way of doing things "for many years." And this is not easy: of little use the enormous effort and investment if the official end of the day just to print the piece of paper to put it in your file.
